Salary: $54,197 - $94,844  

The Challenge
We are looking for an entry-level engineer to join our Division 7 team as an Assistant Utility Engineer.  

In this role, you will:

  • Complete day-to-day administration of utility relocations for major and minor transportation projects.
  • Maintain close coordination with our Project Development team, design firms, and Right of Way teams to ensure all proposed Utility By Others (UBO) and Utility Construction (UC) plans are of sufficient design to ensure constructible, and all utility relocation timeframes fall within contract terms.
  • Review the Project Delivery Network (PDN) and ensure all design firms for UBO and UC design have been properly scoped to completion.
  • Review and approve/reject supplementals related to UC and UBO design.
  • Supervise NCDOT and contractors, and prepare and evaluate their performance.
  • Promote a safe working environment.
  • Attend all project development meetings for future projects and provide insight into relocation timeframes and easement requirements.
  • Provide UC and UBO preliminary estimates for budgeting.
  • Review and evaluate field-collected data to prepare utility construction designs, plan sheets, and finalize special provisions to include in future projects, such as the design of power, telecommunications, gas lines, water, and sewer design.
  • Generate and approve UBO and UC plans and necessary agreements/permits with private and public utilities, such as Utility Agreements, U and O Agreements, URA Agreements, and encroachments.
  • Apply engineering principles and NCDOT policies and procedures to address issues arising during utility relocations.
  • Enter all agreements into our SAP system to facilitate payment of monthly invoices for all utility agreements.
  • Administer Division 3 tree clearing contracts, implement erosion control policies and procedures, and keep records for preparation of monthly estimates.
  • Work with our central design and central utility teams to coordinate all utility design and relocations for Central LET projects.
  • Work closely with contractors, utility companies, government agencies, and communicate with the public and news media.

   What You Bring

  • Working knowledge of the principles and practices of engineering.
  • Knowledge NCDOT policies and procedures.
  • Experience reading and interpreting highway construction plans and contracts.
  • Experience interpreting and communicating verbally and in writing details of plans, project documents, policies, and procedures to convey information to engineers, developers, the public, public officials, and NCDOT staff.
  • Experience planning, developing, scheduling, tracking, and completing projects independently or with limited supervision.
  • Computer experience, including Microsoft Office (Word, Excel, Access), SAP, and CADD (MicroStation, GeoPak).
  • Knowledge and understanding of general concepts, practices, and theories used in construction, construction inspection, and/or construction surveying.
  • Working knowledge of NCDOT policies for accommodating utilities and NCDEQ regulations for water and sewer design.
  • Ability to travel to field sites for meetings and investigations with occasional overnight travel.
  • Ability to train and provide technical assistance to other staff, give clear instructions and directions to staff, utility company staff, consultants, and NCDOT staff concerning utility/highway matters.

   Note

  • We may require registration as a professional engineer by the NC Board of Examiners for Engineers and Surveyors.

  Education and Experience

  • Bachelor's degree in engineering; or
  • An equivalent combination of training and experience.
