Job Description

TheDepartment of Public Utilities (DPU)is responsible foroversight of investor-owned electric power, natural gas, and water utilities in the Commonwealth; developing alternatives to traditional regulation; monitoring service quality; regulating safety in the transportation and gas pipeline areas; and for certain aspects associated with the siting of energy facilities. The mission of the Department is to ensure that utility consumers are provided with the most reliable service at the lowest possible cost; to protect the public from transportation and gas pipeline related accidents; and to ensure that residential ratepayers' rights are protected. The DPUseeksto promote safety, security, reliability of service, affordability, equity, and greenhouse gas emission reductions. The Rates and Revenue Requirements Division ("Rates Division")is responsible forproviding the technicalexpertisetodeterminetheappropriate levelsof revenues to recover through rates and todeterminethe rate design for the investor-owned electric distribution companies, natural gas companies (also called local distribution companies or LDCs), and water companies conducting business in Massachusetts. The technical support provided by the Rates Division includesexpertisein economics, finance, accounting, and public policy. The Rates Division also reviews a diverse range ofadditionalfilings including various municipal light plants' annual depreciation increase requests and towing rate increase proposals. In addition, the Rates Divisionassiststhe Electric Power Division with providing technicalexpertiseon public policy programs such as electric grid modernization, review of long-term renewable energy contracts, net metering, electric vehicles, and alternative rate designs. The Rates Division alsoassiststhe Gas Division with review of certain components of the LDAC filings and with public policy programs such as Geothermal Pilots. The Rates Divisionassiststhe Department's Legal Division in developing the evidentiary record in adjudicatory proceedings concerning the rates, accounting, finances, tariffs, and terms & conditions of the investor-owned natural gas, electric, and water companies doing business in Massachusetts.
