POSITION PURPOSE

Provides technical expertise, guidance and assistance in the area of clinical equipment network systems for Trinity Health Clinical Engineering (THCE). Responsible for planning, maintenance, troubleshooting and management of biomedical and imaging network (LAN/WAN) devices and infrastructure. Works closely with key stakeholders, CEOs, Senior Management Leadership, and Information Services teams at Regional Health Ministries (RHM) and System Office to develop effective strategies and implementation plans. Promotes a department focused on IT compatibility and security of RHM medical technology assets. Utilizes knowledge of and experience with safety testing, repairs, calibration, installation, and routine/emergency service of various specialized diagnostic and therapeutic medical equipment in order to support the clinical engineering network system.

ESSENTIAL FUNCTIONS

Knows, understands, incorporates and demonstrates the mission, vision and core values of Trinity Health and the Ministry Organization in leadership behaviors, practices and decisions.

Monitors and supports clinical equipment that utilize networking technologies and/or Unix or Windows based operating system. Provides technical assistance to Clinical Engineering staff and on-site service as necessary.

Serves as network (LAN/WAN) systems administrator for various Clinical Engineering Equipment systems not managed by Trinity Information Services. Responsible for managing user security and access, data backup processes, installation and/or upgrades of related servers and workstations. Works with vendors and THCE staff on hardware and software patch implementation.

Develops documentation of data maps and network layout diagrams. Maintains database of all system related information related to clinical equipment including IP data, OS, criticality and recovery information. Maintains network addressing schemes.

Provides technical instruction and training to Clinical Engineering staff as needed.

Serves as technical resource for implementation of clinical equipment requiring network interface configurations. Assists with development of project timelines and milestones and responsibilities. Works directly with vendors and all levels of management and support staff for scheduling and ensuring a timely adherence to established timelines.

Performs root cause analysis for all related network device outages and performance issues.

Responsible for documenting solutions to problems, trouble-shooting techniques and developing end-user guidelines. Recommends changes based upon history and experience.

Promotes adherence to policies and standards, demonstrates awareness of new and emerging trends and considers alternative courses of action.

Interfaces with vendors to keep abreast of products and services; build relationships and provide a source for problem resolutions.

Utilizes knowledge of and experience with safety testing, repairs, calibration, installation, and routine/emergency service of various general and specialized diagnostic and therapeutic medical equipment in order to support the clinical engineering network system.

Understands equipment manufacturer's procedure recommendations, standards or code requirements, as well as acceptable industry processes as guidelines.

Keeps abreast of current industry best practices; develops knowledge through self-study in order to increase expertise as subject matter expert for understanding, designing, and implementing network solutions.

Maintains a working knowledge of applicable Federal, State and local laws/regulations; the Trinity Health Integrity and Compliance Program and Code of Conduct; as well as other policies and procedures in order to ensure adherence in a manner that reflects honest, ethical and professional behavior.

MINIMUM QUALIFICATIONS

Minimum of an Associate degree in medical electronics, electronic technology or computing infrastructure network technologies or related field or an equivalent combination of education and experience. Bachelor's degree in computer science or information technology strongly preferred.

Minimum of three (3) years of related experience in infrastructure environments performing network administration utilizing LAN/WAN hardware and software solutions.

Experience or demonstrated proficiency with Windows and/or Unix based operating systems.

Knowledge and/or experience of medical devices and/or clinical support equipment.

Must possess a comprehensive knowledge of medical equipment, strong working knowledge of electronics, anatomy, physiology, medical terminology, regulatory guidelines, and biomedical principles.

Advanced analysis of test data and interpretation of schematic diagrams is -required. Manufacturer specific technical training on multiple modalities, and the ability to apply that knowledge in support of equipment throughout the healthcare system.

Demonstrated experience and working knowledge of standards and principles which govern electronic interchange of clinical data which use HL7, DICOM, TCPIP, and other protocols as they apply to the support and maintenance of Biomedical networked systems.

Excellent interpersonal skills and the ability to develop and manage service support vendor relationships. Must be continuously, but constructively, demanding of service cost controls coupled with quality performance.

Must possess a passion for reducing total operating costs through sound strategic planning, and goal-oriented accountability. Prior budget and financial management experience.

Must be comfortable with conflict and willing to challenge conventional thinking at all levels of the organization.

Strong analytical skills, including ability to understand and define most critical issues and develop methodologies for collecting and analyzing relevant data (i.e., make vs. buy, total Cost Of Service Ratio (COSR), total Life Cycle Cost, lease vs. buy, etc.)

Excellent organizational and planning skills.

Must be able to communicate verbally and in written form, presenting a professional image at all times.

Ability to quickly gain a fact based understanding of current supplier base and major trends in relevant markets.

Ability to be a self-starter and independent worker and ability to juggle priorities and manage own work.

Must be able to operate effectively in a collaborative, shared leadership environment.

Must have detailed knowledge of HIPPA and network security standards and policy.

Ability to provide technical instruction and training to others.

PHYSICAL AND MENTAL REQUIREMENTS AND WORKING CONDITIONS

Operates in a typical office environment. The area is well lit, temperature-controlled and free from hazards. Incumbent communicates frequently, in person and over the telephone, with people in a number of different locations on technical issues.

Manual dexterity is needed in order to operate a keyboard. Hearing is needed for extensive telephone and in person communications.

The environment in which the incumbent will work requires the ability to concentrate, meet deadlines, work on several projects at the same period and adapt to interruptions.

Must be able to work concurrently on a variety of tasks/projects in an environment that may be stressful with individuals having diverse personalities and work styles. Must be able to set and organize own work priorities, and adapt to them as they change frequently, and balance the requirements of working with the System Office and Regional Health Ministries (RHMs).
