Job Description

The County of Anson is currently hiring for a GIS Analyst.  The GIS Analyst is responsible for the overall direction, management, design, development, and support of the County's Geographic Information System (GIS). As a member of the Planning staff, this role will lead efforts to integrate GIS technologies across various county departments and provide strategic direction to ensure that GIS technologies align with county objectives.

Duties and Responsibilities

· Oversee the design, development, implementation, and maintenance of GIS applications, databases, and tools.

· Ensure system integrity, security, and availability.

· Coordinate GIS system upgrades, installations, and troubleshooting.

· Update GIS web interface.

· Lead the development and implementation of the County's GIS strategic plan.

· Collaborate with and coordinate with county departments (Planning, Tax, Emergency Services, Utilities, 911 Communications) to determine GIS needs, oversee updates, and implement solutions.

· Collaborate with and coordinate with GIS contractors.

· Supervise and participate in GIS-related projects.

· Allocate resources effectively to ensure project timelines and objectives are met.

· Offer technical support to GIS users across the county.

· Public and interdepartmental map making and data requests; including plotter management.

· Conduct training sessions and workshops to improve GIS skills within the county.

· Ensure that GIS data is current, accurate, and compliant with relevant standards.

· Collaborate with other departments and agencies to share and acquire GIS data.

· Manage the GIS budget, including forecasting, allocation, and monitoring expenses.

· Act as a liaison between the county, vendors, other governmental agencies, and the public on GIS-related matters.

· Attend meetings, workshops, and conferences to keep abreast of new GIS technologies and practices.

Minimum Training and Experience

Bachelor's degree in Geographic Information Systems, Geography, Computer Science, or a related field. A minimum of 5 years of experience in GIS system administration or a related area. Strong understanding of ESRI’s suite of GIS technologies such as ArcPRO, ArcMaps, ArcCatalog, Field Maps, Parcel Fabric etc., in addition to ancillary database technologies such as SQL Server. Familiarity with GIS standards and best practices. Demonstrated project management skills. Strong interpersonal and communication skills, both verbal and written. Familiarity with North Carolina's geographic and governmental structures is a plus.

Physical Demands

Candidate must be able to physically perform the basic life functions of stooping, kneeling, crouching, reaching, standing, walking, lifting, fingering, grasping, feeling, talking, hearing, and repetitive motions. Candidate must be able to perform medium work exerting up to 50 pounds of force occasionally and/or up to 10 pounds of force frequently. Must possess the visual acuity to prepare and analyze data and figures, operate a computer terminal, use measurement devises, do extensive reading, and perform visual inspection of maps for accuracy.
