Job Summary

Langan's Digital Solutions Team is currently looking for a GIS Consultant to join its growing Applied Technologies practice. This role will be focused on leading our GIS and related technologies business capture and delivery for a wide diversity of services and solutions for state and local government projects ranging in scale, complexity, and market areas.

The successful candidate will need to establish strong relationships with internal Project Managers and Team Leaders as well as identify and generate external geospatial business opportunities. This role requires a strong background in Esri ArcGIS and its use and solutions for state, county, and municipal governments. This includes but is not limited to real property & facility management, public safety & security, smart city & infrastructure planning, and municipal utility, public works, parks & recreation, and transportation asset management.

Job Responsibilities

  • Lead for business development activities in a multi-disciplinary environment;

  • Provide consulting and advisory services to internal and external clients to understand their needs and provide solutions;

  • Provide dynamic and innovative GIS and related technologies solution engineering for external client sales engagements;

  • Identify areas for business development and work closely with Division Leadership, Practice Leaders, and Marketing professionals on go-to-market strategies, solution development, and client sales engagements;

  • Develop and manage a sales pipeline - clients, contacts, leads, opportunities;

  • Manage a service delivery project schedule and budget while maintaining quality of delivery;

  • Support GIS Consultants, Specialists, and Analysts on project delivery;

  • Work closely with systems and developer team for internal and external solution development and product delivery;

  • Development and implementation of GIS standards and best practice;

  • Ensure quality assurance on own and junior members deliverables;

  • Manage the production of high-quality outputs;

  • Design and manage geodatabases;

  • Carry out geoprocessing/analysis tasks and manage the same carried out by junior members of the team;

  • Manage web-based GIS systems (AGOL/ArcGIS Enterprise-Portal/apps) for major projects;

  • Provide critical GIS leadership to deliver projects on time and budget;

  • Travel to client sites and to various field offices on an as-needed basis; and

  • Perform other duties as requested.

Qualifications

  • A degree in GIS or a related field (e.g., CS, CIS). A relevant MSc preferred;

  • 10+ years in GIS or related technology business development, account management, consulting, delivery, and/or product management role;

  • Proven business development, GIS knowledge, and experience growing a book of business and managing GIS projects for state and local government clients;

  • Possess strong leadership skills - lead by example, use clear and frequent communication, effectively prioritize workloads, advocate accountability and excellence;

  • Possess strong interpersonal and business development skills, with a proven ability to effectively interact with internal and external clients to promote GIS and deliver high quality GIS input into their projects;

  • Proficiency in the use of ArcGIS Pro, ArcGIS Online, ArcGIS Enterprise, as well as specialized ArcGIS products - Indoors, Urban, and the Reality Suite (Drone data-related);

  • Knowledge of common enterprise business systems and GIS integration methods and workflows (e.g., ERP/EAM/CMMS/IWMS with GIS);

  • Knowledge of Internet of Things (IoT) and real-time sensor/monitoring technologies and their integration and use with GIS (e.g., use with ArcGIS Velocity);

  • Exposure to developing and using Esri mobile apps such as Survey123 and Field Maps;

  • Excellent understanding of spatial data structures and fundamental concepts of GIS;

  • Ability to complete work with GIS best practice and corporate standards in mind;

  • Possess a collaborative and strategic approach to client partnerships;

  • Proficiency in the delivery of allocated project tasks, to quality, time and budget requirements;

  • Proficiency in the process of government procurement access, review, bid response, award capture, and contract management;

  • Highly proficient developing proposals, scopes of work, and work breakdown structures (i.e., tasks with assigned staff and time allocations) for project solution and delivery; and

  • Operate ethically and with integrity, while prioritizing safety and security in all that you do.
