The Program Management Office (PMO) Analyst will provide direct support to one or more Program managers and multiple Project Managers to facilitate all administrative requirements in the execution of client contract/management requirements throughout their lifecycles. This position performs all duties and responsibilities in accordance with the Mission, Vision, and Core Values of Cayuse.

Responsibilities

  • Program-centric Accounts Receivable functions determine projects requiring invoicing for the period, prepare monthly invoice requests to Finance/Accounting, track Finance/Accounting's preparation of invoices and submittal to client, track outstanding invoices for follow-up by Project Manager, run Accounts Receivable Aging reports in CostPoint7

  • Support overall technical, operational, contractual and financial management of projects

  • Assist project managers in creating schedules, work plans, project work packages, project reports, and invoices

  • Supports and ensures performance of technical support on projects or tasks in accordance with contract requirements and appropriate policies, procedures and guidelines.

  • Optimize operating results in terms of cost, methods, and personnel and implement quality assurance program directives

  • Assist with population and maintenance of program/project management information system data

  • In coordination with project manager, manage QMS project/contract close-out process

  • Track deliverables and deadlines for multiple concurrent projects, maintaining version control

  • Work directly with field staff (by phone and videoconference) to assist with timesheet and expense report entry

  • Proofread, organize, and assemble project deliverables/documents

  • Maintain proactive awareness of all current projects and proposals through communication with the Program Manager and project managers

  • Maintain Program internal meeting calendar and arrange internal and external teleconferences/ videoconferences

  • Assist in drafting project proposals and requests for information documents

  • Review subcontractor and vendor invoices and back-up documentation for accuracy and completeness, and liaise with subcontractors and vendors as directed by project managers to resolve issues

  • With Program / Project Manager assistance/direction, assist in drafting cost estimates and quotes, and obtaining vendor/subcontractor pricing

  • Assist in project capture and business development efforts, including formatting and assembly of past performance documentation, staff resumes and other document components

  • Assist Program Manager and project managers in responding to internal requests for information from other Cayuse staff/departments

  • On a project-basis, prepare community outreach press releases and coordinate their publication

  • On a project-basis, organize public meetings and coordinate to identify and secure public meeting venues

  • Operate videoconferencing equipment, record and prepare meeting agendas and minutes for project-related meetings and internal discussions

  • Equipment and supply purchasing at Program Manager's direction

  • Other duties as assigned.

Qualifications

Minimum Qualifications:

  • Requires a Bachelor's degree in Environmental Science, Business Administration or a related field, or equivalent experience

  • Minimum 3 years in a project-based environment in a support role, (Admin, Accounting, Delivery).

  • Demonstrated relevant experience supporting administrative, contractual and organizational needs of multiple technical staff

  • Department of Defense (DoD) or familiarity with military munition remediation projects desired

  • Demonstrated working knowledge of the FAR and other government regulations

  • Demonstrated understanding of and experience with federal contracting approaches and vehicles, including IDIQs, CTAs, Category Management, best-in-breed, etc

  • Proficient in Microsoft Office (Word, Excel, PowerPoint, Outlook, etc.) applications

  • Proficient in Adobe Acrobat

  • Computer-aided drafting design experience

  • Familiarity with Program Management Institute (PMI) philosophy and programs

  • Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.

Minimum Skills:

  • Must possess problem-solving skills.

  • Exceptional communication skills, both oral and written

  • Ability to respond effectively to customers with a sense of urgency.

  • Proficient in Microsoft and Adobe toolsets, including Excel, Word, PowerPoint, Acrobat, etc.

  • Highly motivated with the ability to handle and manage multiple tasks at any one time.

  • Ability to forge new relationships, individual and teaming in nature.

  • Must be a Self-starter, that can work independently and as part of a team.

Reports to: Managing Director Program Management Office

Working Conditions:

  • Professional remote office environment.

  • Must be physically and mentally able to perform duties extended periods of time.

  • Ability to use a computer and other office productivity tools with sufficient speed to meet the demands of this position.

  • Must be able to establish a productive and professional workspace.

  • Must be able to sit for long periods of time looking at computer screen.

  • May be asked to work a flexible schedule which may include holidays.

  • May be asked to travel for business or professional development purposes.

  • May be asked to work hours outside of normal business hours.

Pay Range

USD $65,000.00 - USD $74,000.00 /Yr.
