Position Description:
- Develops, analyzes, prepares financial and other reports, maintains computer models/code, renders bills, and administers contracts for Santee Cooper’s Open Access Transmission Tariff (OATT). This position provides transmission analysis and information for management’s use. This position serves as the interpretation contact for the OATT and provides financial and contractual guidance throughout the company.
Essential Job Tasks:
- Coordinates and administers the design and development of Santee Cooper's Open Access Transmission Tariff (OATT) formula rate.
- Directs all activities to ensure the administration of Santee Cooper's OATT is consistent with FERC regulations as a Transmission Owner and Provider. This includes review of the sales for transmission service to ensure compliance to Santee Cooper's Business Practices. This also includes review and reconciliation of transmission schedules so that Transmission Services can submit an invoice for all services furnished under the Tariff.
- Interprets and administers the contractual aspects of the paying customers under Santee Cooper's Open Access Transmission Tariff (OATT).
- Aids in the development and drafting of contractual language, methodologies and exhibits for electric customers which are consistent with Santee Cooper's bond resolution, Enabling Act, Open Access Transmission Tariff (Standards of Conduct), and other governing regulations.
- Performs special projects as assigned. These projects are unplanned and arise out of a request from senior management, the board, consultants or paying customers. Projects assigned to this position would include: (1) responding to requests for transmission service under the Open Access Transmission Tariff, (2) determining costs of service for network transmission service, and (3) determining the best rate schedule combination for a new customer taking service under the OATT.
- Assists with activities to ensure that Santee Cooper's transmission and wholesale power marketing operations are in compliance with Standards of Conduct mandated by FERC order 2004 and as outlined in Corporate Procedure 2-47 titled "Implementation of the Federal Energy Regulatory Commission's Standards of Conduct and OASIS".
- Maintains excellent relationships with, and acts as a principal contact to, Transmission and Interconnection Customers. Possesses excellent communication skills and has an ability to effectively convey complex contractual and financial information to internal and external stakeholders.
- This role has the principal responsibility for ensuring the proper allocation of study costs to Interconnection and Transmission customers and is capable of comfortably managing large sums of 3rd party funds (both in the forms of cash and paper securities). Possesses a working knowledge of paper security language and associated risks. Understands and works closely with Risk Assessment to ensure all paper securities meet Santee Cooper's credit standards.

- Bachelor's Degree in Accounting, Business, Computer Science, Economics, Engineering, Finance or Math +5 years related experience.
Compensation Information:
$84,180 -$105,210 (min. - mid.)
Financial Analyst II
- Bachelor's Degree in Accounting, Business, Computer Science, Economics, Engineering, Finance or Math +2 years related experience.
Compensation Information:
$67,720 -$84,640 (min. - mid.)
