Salary Range: $52,956.80 - $117,062.40 (See details below)

Note: This position has one opening, but depending on a candidate's relevant experience and qualifications, they would fall in one of following levels:

Level 1 (Staff Engineer) Salary Range $52,956.80 - $87,380.80

Level 2 (Civil Engineer I) Salary Range $58,385.60 - $96,345.60

Level 3 (Civil Engineer II) Salary Range $70,948.80 - $117,062.40

Work Schedule: Monday - Friday 8AM - 5PM 

Job Overview:

Responsible for planning, supervising, and coordinating engineering design and construction activities for the Public Works Department.

Essential Duties and Responsibilities

NOTE: Employee may be required to respond to a disaster, either natural or man-made, to serve the citizens of Statesville. Service to the citizens during a disaster may result in the assignment of other duties, which will take precedence over duties described in this job description.   • Performs engineering design work related to streets, water, sewers, storm drains, etc.
  • Serves as the liaison to the city’s Technical Review Committee.
  • Reviews construction plans and meets with developers, architects, and engineers to resolve problems concerning compliance with ordinances, regulations, and general construction issues.
  • Works with consulting firms regarding city projects, research, and preparing proposals.
  • Assists in the development of annual work programs for the repair, maintenance, and construction of public infrastructure (streets, sidewalks, water, sewers, storm drainage).
  • Assists in the preparation of engineering budgets; ensures compliance with expenditures.
  • Reviews contractor payment requests to ensure compliance with contractual work.
  • Establishes criteria for the design and construction of public works and public utilities projects, evaluates existing or proposed standards, and recommends revision.
  • Makes detailed engineering surveys, prepares design drawings, and provides specifications for the bidding of construction projects.
  • Prepares engineering cost estimates and materials lists for construction projects.
  • Searches for deeds and property ownership.
  • Coordinates projects with other city departments and private and public agencies.
  • Performs other duties as assigned.

Minimum Requirements

  • High School Diploma/GED and:

Staff Engineer

  • Bachelor’s degree in engineering

 Civil Engineer I 

  • Four (4) years’ progressive experience and 
  • ability to obtain a Professional Engineering License within two (2) years

 Civil Engineer II 

  • Six (6) years progressive experience and
  • Ability to obtain a Professional Engineering License within two (2) years

Special Requirements

  • Possession of a valid N.C. driver’s license or ability to obtain within 60 days of establishing a permanent residence in North Carolina. 
  • Possession of an active Professional Engineer License (PE) in the state of North Carolina or Engineer-in-Training with ability to acquire a P.E. within two (2) years.

Knowledge, Skills, and Abilities 

  • Thorough knowledge of the modern principles, practices, methods, materials, and techniques of transportation, traffic, and environmental engineering as applied to private development projects and public works, utilities, and construction projects.
  • Thorough knowledge of city, state, and federal regulations, codes, and ordinances pertaining to public works engineering and construction. 
  • Thorough knowledge of principles and practices of land surveying and mapping.
  • Ability to understand and interpret design drawings, construction specifications, and documents.
  • Ability to use graphic instructions, such as blueprints, schematic drawings, and layouts.
  • Ability to prepare detailed reports, correspondence, and protocols.
  • Ability to communicate ideas clearly, concisely, and effectively, both orally and in writing.
  • Ability to establish and maintain effective working relationships with colleagues, other departments, supervisors, contractors, and the public.

Job Related Physical Activity Requirements

This position generally involves sedentary work requiring the exertion of 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met; vocal communication is required to express or exchange ideas by means of the spoken word and to convey detailed or important instructions to others; hearing is required to perceive information at normal spoken word levels; visual acuity is required for depth perception, color perception, preparing and analyzing written or computer data, operation of motor equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities.

Working Conditions

The employee generally is not subject to adverse environmental conditions; however, when the employee works or supervises in the field, he or she will be exposed to outdoor environmental conditions including extreme heat and cold, rain, ice, snow, vibration, noise, fumes, odors, dusts, mists, gases, poor ventilation, and hazards including proximity to moving mechanical parts, electrical currents, narrow or confined spaces, uneven surfaces, construction site materials, ladders, scaffolding, and work around heavy equipment.
